Consultant Gig #1007–Australia Wide–Remote–Tender process for a large public sector infrastructure

The tender requires expertise in resourcing and cost benchmarking for large infrastructure projects. The tender request is for a public sector organisation that is responsible for the contracting of significant rail infrastructure programs. The public sector organisation maintains a substantial headcount to facilitate contract negotiation and program oversight and delivery. They also maintain support functions in-house, including strategy and stakeholder management functions. The organisation is looking to review their organisation structure and benchmark their headcount cost against relevant comparators (in the linear construction sector) to see whether they have the right level of staffing by function.

The client is seeking a suitably qualified expert that they can partner with in the development of a tender response. In the event of a successful tender submission, the client will then look to engage the expert in a senior capacity in the delivery of the program of work.

Skills and experience required

A suitably qualified expert with experience in resourcing and cost benchmarking for large infrastructure projects. Expertise in the rail sector or other linear construction programs (e.g. pipelines, NBN) in AU is preferred, with experience in organisation costs and benchmarking. The expert would ideally be able to bring client references and case studies for inclusion in the tender submission.

 

Logistics:

Start date – Timing: ASAP to support the preparation of the tender submission next week. Delivery of the program of work would run for 9 weeks from late April

Location: Remote (via Teams)

Rate: The total fee payable to the expert will depend on their seniority and number of days per week allocated to the project, but is expected to be in the range of $100k

Application Close Date: No Later than EOD Friday 11th, April (5:30pm) 2025 (AEDT)
